2025 First Time Home Buyer Programs Los Angeles
*ALL 2025 first-time home buyer and down-payment assistance programs listed below are generally first come, first-served and are not guaranteed. Please fill out the pre-qualify short form to see if you are eligible for funds! NOTE: Section 8 subsidized programs may or may not apply. Please check with your lender.

CalHFA Dream for All 2025 - (check back as closer April 2025)
CalHFA 1st Loan 2025 (Conventional & FHA options available)
- Bond loan that can assist with an extra money down payment or closing costs.
- No restrictions on the areas borrowers can purchase (California only).
- Allows buyer to come in with a 1% down payment on the 1st loan.
CalHFA MYHOME 2025
- 2nd position loan that can be used for down payment or closing costs.
- 3.5% of the purchase price.
- Silent Loan (no payments are made during the first 30 years).
- No restrictions on the areas borrowers can purchase (California only).
- Allows buyer to come in with a 1% down payment on the 1st loan.
CalHFA ZIP 2025
- 2nd or 3 rd position loan that can be used for down payment or closing costs.
- 3% to 4% of the purchase price.
- No restrictions on the areas borrowers can purchase (California only).
- Allows buyer to come in with a 1% down payment on the 1st loan.
CalHFA Extra Credit Teachers Program (ECTP) 2025
- Program is for teachers, administrators, school district employees and staff members working for any California K-12 public school.
- $7,500 ($15,000 in High Cost Areas) or 3% of the purchase price, whichever is less.
- Silent Loan (no payments are made during the first 30 years).
- No restrictions on the areas borrowers can purchase (California only).
CalHFA EEM Grant 2025
- Program is to be used with an FHA Energy Efficient Mortgage.
- 4% of the loan amount that can be used above what the maximum allowed for a regular EEM Mortgage.
- Grant Program, funds do not have to be paid back.
- No restrictions on the areas borrowers can purchase (California only).
GSFA Platinum 2025
- Loan program that combines with a 3% to 5% grant (does not have to be paid back).
- No restrictions on the areas borrowers can purchase (California Only).
- This can be structured both as FHA or Conventional.

City of Claremont Inclusionary Program 2025
- Covers the difference between the purchase price and affordable price of the home (One example had the borrower receiving $168,000 in assistance).
- Borrower must contribute 5% of the purchase price; a portion may be from a gift.
- For Moderate Income households, money is forgiven is living in the home for 45 years. City of Compton
- Up to $150,000 in down payment assistance for Low Income Families, $100,000 for Moderate Income.
- Silent Loan for low and moderate income families.
- Funds can also be used for closing costs.
City of Compton buyer program 2025
- Up to $150,000 in down payment assistance for Low Income Families, $100,000 for Moderate Income.
- Silent Loan for low and moderate income families.
- Available for any home within the City of Compton.
- Funds can also be used for closing costs.
City of Inglewood Housing Authority buyer program 2019 (LOTTERY DRAWING)
- Up to $350,000 in down payment assistance
- Silent Second Loan
- Available for single family resident or condo/townhouse purchase in city of Inglewood boundaries
- 0 interest rate
- No Mortgage insurance
City of Los Angeles LIPA Program 2025 - Check back Jan 2025
- Up to $140,000 in down payment assistance for Low Income Families (can include closing costs up to 5% of purchase price).
- Silent 2nd Loan for low income families.
- Available for homes within the incorporated City of Los Angeles.
- Maxiumum purchase price limit: Single Family Homes: $973,750, Condominiums & Townhomes: $593,750.
- Single family residence, condo, townhome/PUD properties
- 1% purchase price from buyer/borrower's own funds (some may be required to contribute more under certain circumstances)
- Loan due on sale, title transfer, first mortgage repayment or in 30 years.
- Homebuyer classes required Los Angeles First time home buyer classes
- Non-tenant occupied properties
- Must be owner-occupied as primary residence
- Refinancing of 1st mortgage may be allowed in certain circumstances (subject to change without notice)
City of Los Angeles MIPA Program 2025 - OUT OF FUNDS (please call regarding other programs)
- Up to $90,000 - $115,000 in down payment assistance for Moderate Income Families.
- Silent 2nd Loan for moderate income families.
- 1% purchase price from buyer/borrower's own funds
- Available for homes within the incorporated City of Los Angeles.
- Funds can also be used for closing costs (up to 5% of purchase price).
- Loan due on sale of the home, change of occupancy, title transfer, first mortgage repayment, or in 30 years. Refinancing of 1st mortgage may be allowed in certain circumstances.
- Homebuyer classes required Los Angeles First time home buyer classes
- Non-tenant occupied properties
- Must be owner-occupied as primary residence
- Can potentially layer with Mortgage Credit Certificate Program (MCC)
City of Los Angeles RNLA 2025 (New programs to be listed soon)
- Up to $60,000 in down payment assistance for Low or Moderate Income Families.
- Available only for home offered by RNLA.
- Funds can also be used for closing costs.
County of Los Angeles HOP 2025
- Down-Payment assistance up to $85,000 (HOP-120) and $100,000 (HOP - 80) in assistance.
- Eligible for certain cities and all of the unincorporated areas of Los Angeles County.
- Silent Loan for low income borrowers.
- Buyer only required to come in with 1% down in most cases.
Montebello Housing Development Corporation
- Up to $55,000 for down payment assistance.
- Can be used anywhere within LA County Areas.
WISH
- Up to $15,000 for down payment of closing costs.
- Grant that is forgiven after 5 years.
- It is a 3 to 1 matching program borrower needs to contribute $5,000 to receive $15,000.

NHSIE Neighborhood Lift 2025 Home buyer program
- Up to $7,500 Grant that can be used for additional down payment.
- ***Home must be located in Riverside or San Bernardino County***
- For Moderate or Low income families. ALSO AVAILABLE FOR San Diego County
City of Rancho Cucamonga 2025 buyer program
- One Home available through a lottery that will be conducted
- Up to $95,000 in assistance
WISH
- Up to $15,000 for down payment of closing costs.
- Grant that is forgiven after 5 years.
- It is a 3 to 1 matching program borrower needs to contribute $5,000 to receive $15,000.

County of Riverside Home buyer program 2025
- 2 programs with the county.
- The money is forgiven after the affordability period, restrictions apply.
- No down payment requirement, clients usually come in with 1% total.
